A so-called "red-card solution" to immigration is gaining momentum in Washington.

Immigration reform expert Helen Krieble says it fills the need for a viable guest-worker scenario that prioritizes American business needs.

The program would be part of a larger immigration reform package.

Despite the interest in the proposal, immigration reform legislation has stalled in the United States House of Representatives, and no vote is scheduled.
